Fiji at the International Convention for the Safety of Life at Sea 1974, held in London, of the International Maritime Organization (IMO) in December 2002 adopted the amendments to the 1974 Safety of Life at Sea Convention (SOLAS), to which the new International Ship and Port Facility Security Code (ISPS Code) is enshrined.

The Code mandates detailed security-related requirements for Governments, Port Authorities and Shipping Companies to trade under.

FPCL a duly constituted body under the Sea Ports Management Act of the Fiji Islands is responsible for the management of all its International Ports of Entry. Under its ISPS obligation, FPCL has conducted a security risk assessment of all its international sea ports of entry and has a Port Facility Security Plan (PFSP) for each of its ports that came into force 1st July 2004, making all Fiji ports ISPS compliant. FPCL also has berthing facilities for non-ISPS compliance vessels in all its port of entry.
